SACRAMENTO (AP) - California’s day of reckoning for its years of prison overcrowding is expected to come this week in a federal courtroom in San Francisco. Over the past three decades, state lawmakers and voters have sought to combat crime with an ever-expanding list of sentencing laws that has led to a ballooning prison population. The federal courts have found that the prison system’s delivery of health and mental health care is so negligent that it’s a direct cause of inmate deaths. On Tuesday a special three-judge panel reconvenes to decide if crowding has become so bad that inmates cannot receive proper care. If they do, the panel will decide if lowering the inmate population is the only way to fix the problems. That could result in an order to release tens of thousands of California inmates before their terms are finished, a move Gov. Arnold Schwarzenegger and Republican lawmakers say would endanger public safety.

WASHINGTON (AP) - Democratic officials say President-elect Barack Obama will formally introduce his picks for six top administration posts this morning. Most notable are his choices to run the State and Defense Departments. After weeks of discussion, Democratic officials say New York Sen. Hillary Rodham Clinton is slated to be Obama’s secretary of state while Defense Secretary Robert Gates will stay on at the Pentagon. Other Cabinet picks include Eric Holder for attorney general, and Arizona Gov. Janet Napolitano to run the Department of Homeland Security. Outside the Cabinet, Obama also plans to announce two senior foreign policy positions. Susan Rice, who was a foreign policy adviser during the campaign, is Obama’s pick for U.N. ambassador. Retired Marine Gen. James Jones will be put up for national security adviser. He’s expected to make the announcements today in Chicago.

CHICAGO (AP) - Even though it’s gotten cheaper to go over the river and through the woods, fewer people plan to do so this Thanksgiving weekend. Triple-A predicts the number of people going at least 50-miles away will be down about 600,000 compared to last year. And even though the cost of gas is lower than it’s been in years, the state of the overall economy has some people staying home. That’s especially true among air travelers. Even though fares are down, all the fees the airlines have been socking people with has Triple-A expecting a 7.2 percent drop in passengers this weekend. The agency points out fees for things like checked bags can add up, to the point families have to pay more than the cost of what another ticket would be.

A surprise in a Tehama County courtroom Tuesday. The mother and son accused of stealing an elderly woman’s pension money and unlawfully disposing of her body pleaded guilty to one felony and one misdemeanor. Both Kathleen Allmond and Tony Ray had previously pled not guilty to all charges. Tehama District Attorney Greg Cohen says they now both go straight to sentencing December 22nd. Prosecutors charge the two cashed in elderly Ramona Allmond’s PERS checks after cremating the woman in Corning last year. Cohen says the other charges of grand theft can be considered by the judge during the sentencing of the defendants.

A momentary scare for Chico Police Tuesday afternoon. Units responded to someone with a gun at the Enloe Rehab Unit on East Avenue but it turned out to be two elderly ladies who’d just bought a pellet gun at Big 5 Sporting Goods. Police say the women were not charged or cited, but were “talked to” about having any kind of gun in public.
